Research regarding the Genocide against the Tutsi necessarily includes questions about the situation and outcomes of respondents who were targeted for killing because of their Tutsi ethnicity. Although it was not permissible in the survey to inquire directly about respondents’ ethnicity, respondents could report if during the Genocide they were “targeted to be killed.” While a few respondents who were not ethnic Tutsis may have self-identified as being “targeted” (for instance, for being married to a Tutsi or holding moderate political views), the term is generally applied to Tutsi. Thus, for statistical analysis, the category “targeted to be killed” was used for group comparisons of those targeted (Tutsi) and not targeted (not Tutsi).
